James C. Capretta
Principal and Director of Health Policy Consulting
James C. Capretta directs Civic Enterprises’ health policy consulting practice. Mr. Capretta has nearly two decades of experience as a senior federal health policy analyst. While serving in a senior position at the U.S. Office of Management and Budget from 2001 to 2004, he was the lead official for health care, including all aspects of Medicare and Medicaid policy development and implementation and investments in the public health improvement. Mr. Capretta writes frequently on health care issues and helps a wide variety of organizations understand and navigate the federal health policy landscape with expert research, analysis, and policy development.
